Meeting of the working group of the Ministry of Energy on the implementation of the main provisions of the law №810-IX

KNESS makes every effort to create proposals for the implementation of the main provisions of the Law of Ukraine “On Amendments to Certain Laws of Ukraine on Improving the Conditions for Supporting Electricity Production from Alternative Energy Sources” 10810-IX of 21.07.2020.

On August 13, Director of KNESS Energy Serhii Kravchuk joined a meeting of the working group of the Ministry of Energy on the implementation of the Law and the Memorandum provisions on changing the conditions of support for renewable energy sources producers.

The representatives of the Ministry of Finance of Ukraine, the National Bank of Ukraine, The National Commission for State Regulation of Energy and Public Utilities, PJSC (Private Joint Stock Company) “NEK ‘Ukrenergo’ – NPC Ukrenergo”, PJSC “Ukrhydroenergo”, Prozorro. Sales, State Enterprise “NAEK”, “Enerhoatom”, State Enterprise “Guaranteed Buyer”, profile associations, investors took part in the meeting.

“The participants of the meeting analyzed the information on the forecast schedule of payment to producers on the “feed-in“ tariff for electricity produced in August 2020. The experts of the working group highlighted that the current tariff for electricity transmission of the transmission system operator, taking into account the volume of generation of renewable energy sources, does not allow to ensure full payment in the current month.

It was agreed to create a separate working group, which would deal with the development of proposals to balance the financial condition of market participants who have special responsibilities (TSO).

A number of proposals from the Regulator were heard, including the full transition to the financial model of TSO and the transition from “cross-subsidization” to targeted assistance. The ideas of financing a certain percentage of green generation directly from the state budget and issuing government bonds for up to 5 years to repay debts to electricity producers from RES were discussed,” Serhii Kravchuk said.
